This Interpretive Guidance was created by the tireless efforts and expertise of the ICRC. It is a normative paradigm, which describes how to approach such situations.

Although the ICRC initially held that an armed attack by civilians on a territory of a nation does not necessarily mean that it is an act of aggression, the Commentary reveals that the 1958 interpretation was too restricting.
